If you have not any entity in Thailand, you pay salary with expenses reimbursement from overseas parent company to your local Thai individual employees, who will be bear risk without paying individual income tax to the tax bureau.
Unless your local Thai individual employees have setup their own company, then you pay to the company, that will be no problem.
